Congressional GOP Embrace President's Proposal to Overhaul Affordable Care Act

American senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as Republican senators floated a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Impact of Government Shutdown

The effect on US citizens from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Golf Course

As Saturday's meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators welcomed the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We will replace this broken system with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic lawmakers shared concerned responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."

Continuing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in return for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and extend the payments for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the future of the tax credits.

"Doing nothing is irresponsible because people will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Situation

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Several analysts indicated that the core of such a plan would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
